AI Isn’t Taking Stockton Jobs—At Least the Data Doesn’t Show That. But Some Work Is Changing

Artificial intelligence is changing the way some work gets done. But is it already costing people their jobs in Stockton?

The available evidence does not establish an AI unemployment crisis here.

California’s newest AI employment tracker cannot tell us whether AI caused a particular worker to lose a job. And the regional numbers closest to Stockton do not show a clear surge in unemployment claims from workers in jobs considered highly exposed to AI.

But local research has found something Stockton and San Joaquin County workers should pay attention to now.

Some tasks performed in common local jobs overlap with work today’s AI systems can already help perform.

That gives workers something valuable: time to prepare before changes at work become personal.

California Is Watching for Early Warning Signs

The California Employment Development Department and California Policy Lab created the California AI-Unemployment Tracker to watch for possible signs of AI-related changes in the labor market.

The tracker examines unemployment insurance claims and the occupations workers report after losing covered employment.

Researchers then compare those occupations with measures of how much of the work overlaps with tasks AI can perform.

That produces what researchers call an AI exposure score.

The important word is exposure.

It does not mean a job will disappear.

It means some of the tasks performed in that occupation overlap with things current AI systems can do.

California specifically warns that the tracker should be treated as a signal—not proof that AI caused workers to lose their jobs.

What Does “AI Exposure” Actually Mean?

California measures AI exposure in two ways.

Potential AI exposure estimates whether large language models—the technology behind systems such as ChatGPT and Claude—could reduce the time required to perform certain occupational tasks by at least 50%.

Observed AI exposure looks at how often occupational tasks are actually being performed using Anthropic’s Claude AI platform.

California then groups occupations into low, moderate and high exposure categories.

A highly exposed occupation therefore has significant overlap between its tasks and current AI capabilities or observed AI use.

It does not mean AI has replaced those workers. It does not tell us why someone became unemployed. And it does not predict that a certain percentage of those jobs will disappear.

So What Are the Numbers Showing?

California released its July tracker update on Aug. 13.

Statewide, the three-month average of unemployment claims from highly exposed occupations increased modestly under both AI measures. California says those increases remained within the range of recent historical fluctuations.

For Stockton and San Joaquin County, there is an important limitation.

The tracker does not provide a San Joaquin County-only trend that can be used for this comparison. The closest defensible geography is the broader San Joaquin Valley Region.

Those regional numbers cannot truthfully be described as Stockton or San Joaquin County unemployment numbers.

Even at that broader regional level, the picture is mixed rather than alarming.

Under the potential-exposure measure, the three-month average for highly exposed occupations was essentially flat.

Under the observed-exposure measure, the three-month average increased modestly, even though July claims themselves declined from June.

The numbers do not establish an AI-driven unemployment event.

But unemployment claims are only part of the story.

Local Research Shows Where Workers Should Pay Attention

A February 2026 study provides a much more useful picture of AI exposure in San Joaquin County itself.

The University of the Pacific’s Center for Business and Policy Research prepared the analysis for the San Joaquin Council of Governments. Researchers examined tasks performed in local occupations and compared them with the capabilities of current AI systems.

Their conclusion is important: most employment in San Joaquin County is concentrated in occupations with low to moderate AI exposure.

Researchers also found that, at least in the near term, AI is more likely to change parts of existing jobs than eliminate entire occupations.

Five local occupations were identified as having comparatively greater AI exposure:

  • Transportation and material-moving supervisors
  • Home health and personal care aides
  • Miscellaneous assemblers and fabricators
  • Bookkeeping, accounting and auditing clerks
  • Teaching assistants, except postsecondary

That does not mean these occupations are currently losing jobs because of AI.

It means some of the tasks performed in these jobs have comparatively greater overlap with work current AI systems can help perform.

And that distinction gives workers a much better question to ask.

Your Job Title May Matter Less Than What You Actually Do

Instead of asking only:

“Will AI take my job?”

Try asking:

“Which parts of my job are becoming easier to do with AI, and what parts of my work become more valuable as that happens?”

Consider bookkeeping.

AI may increasingly help with information processing, document work and other routine tasks. That does not mean bookkeeping jobs will disappear.

But it gives a bookkeeper a reason to strengthen the skills AI cannot simply replace: judgment, client communication, problem-solving, oversight and knowing how to use new tools correctly.

A transportation supervisor can examine which scheduling, reporting or information tasks may change while strengthening the human judgment required to manage people and real-world operations.

A teaching assistant can learn how technology may support lesson preparation or information work while strengthening the direct student support that depends on human relationships and judgment.

Workers do not need to predict exactly what AI will do.

A more useful question is:

If one part of my work becomes easier to automate or assist, what should I become better at next?

Stockton Is Not Silicon Valley

National headlines about AI and employment can make sweeping changes seem inevitable everywhere.

But San Joaquin County’s economy does not look like the Bay Area’s economy.

The local study found substantially higher overall AI exposure in places such as San Francisco and Santa Clara County.

San Joaquin County has more employment concentrated in frontline, service, production and transportation work. The Bay Area has heavier concentrations of information, finance, management, professional and technical work.

Even within transportation and warehousing, San Joaquin County’s workforce includes large numbers of material movers, truck drivers and warehouse workers rather than primarily logistics analysts and supply-chain management professionals.

Stockton should not borrow Silicon Valley’s employment story and assume it is our own.

Preparation should match the work people actually perform here.

Start With the Job You Already Have

Preparing for AI does not require everyone to become a programmer or AI expert.

A better place to start is with the work you already do.

Break your job into tasks and ask:

  • Which tasks take most of my time each week?
  • Which involve writing, summarizing, searching, scheduling, organizing information or routine analysis?
  • Which require physical skill, human judgment, trust, leadership or direct care?
  • Is my employer beginning to introduce technology into any of these tasks?
  • What could I learn now that would make me more useful if my job changes?

The San Joaquin County study points toward training, skill-building and on-the-job learning as useful responses to task-level changes.

It also emphasizes that employer practices, access to training and workforce pathways will help determine what AI exposure eventually means for workers.

In other words, exposure is not destiny.

Preparation still matters.

Workers who decide they want additional skills do not have to figure everything out alone.

San Joaquin County WorkNet offers job training, career assistance, résumé help, workshops and one-on-one counseling. Eligible workers may also be connected with occupational training programs.

Depending on the program and eligibility requirements, services can include occupational skills training, on-the-job training, retraining, skill upgrading and training for people who are already employed.

Workers who have been laid off can seek re-employment and training assistance.

Younger residents may also qualify for career exploration, job-readiness support, education and training guidance, job-search services and paid work experiences.

Employers can use WorkNet resources as well, including training services designed to help businesses develop workers as technology and skill requirements change.

California is also investing nearly $750,000 to develop an AI workforce strategy for the state’s 45 local workforce development boards. The effort is intended to help those boards develop expertise, track AI-related workforce trends and coordinate their responses as technology changes work.

The Best Time to Prepare Is Before You Have To

The available evidence does not establish an AI unemployment crisis in Stockton.

That is good reason not to panic.

It is not a reason to ignore what is changing.

California is now watching unemployment claims for possible signs of AI-related disruption. San Joaquin County researchers have identified local occupations and tasks where AI deserves closer attention. Training and workforce resources already exist for people who want to strengthen their position.

Those pieces do not add up to a prediction.

They add up to a preparation window.

You do not need to know exactly what your job will look like five years from now.

Start with a smaller question:

What part of my work is beginning to change, and what can I learn now that will make me more capable if it does?

That question can be answered before a layoff notice arrives. And that is when preparation is most valuable.
